Why Program Planning Matters

Many organizations begin searching for grants before they have fully defined their program.

The reality is that grants fund programs, not ideas.

The clearer your program design, the easier it becomes to communicate your mission, demonstrate impact, and secure funding.

Start With These Five Questions

1. Who Do You Serve?

Define the specific population your program is designed to support.

Examples:

• Veterans
• Youth ages 13-18
• Individuals with disabilities
• Small business owners
• Families experiencing housing instability

The more specific you can be, the stronger your program foundation becomes.

2. What Problem Are You Solving?

Identify the challenge your organization exists to address.

Ask yourself:

• What need exists in the community?
• Why does this issue matter?
• What evidence supports the need?

This becomes the foundation of your need statement.

3. What Services Will You Provide?

Clearly outline what participants will receive.

Examples:

• Training workshops
• Mentorship
• Case management
• Food assistance
• Educational programming

Focus on what your organization will actually deliver.

4. What Outcomes Do You Expect?

Outcomes describe the change you hope to create.

Examples:

• Increased employment
• Improved academic performance
• Greater housing stability
• Increased access to healthcare

Funders want to understand the difference your program will make.

5. How Will You Measure Success?

Consider how you will track progress.

Examples:

• Attendance records
• Surveys
• Assessments
• Program completion rates
• Follow-up evaluations

Measurement helps demonstrate accountability and impact.
